I thank the individuals that looked into this discrepancy and forwarded the undelivered portion. This is usually not the case with situations like this. The date of the postmark was 11 days after it was paid for, and something like four days after the last date in the window that ebay sets for something to arrive. The seller was asked for an explanation, and said it was "the fault of the post office. " In total, it was just three days in transit during the time when it was verifiably in postal control.
